Position Title: GIS Technician / Duty Desk Officer
Pay Range: $35K – 45K Annual
Education: Bachelor’s degree preferred or equivalent professional military education. Personnel should be proficient in standard Microsoft Office products (Access, Power Point, Word, Excel, Outlook, etc).
Experience: Previous military experience a plus. Individual should be familiar with National Guard Domestic Operations or have worked in previous assignments in an operations capacity; will preferably have experience or training in disaster response. Should possess proficiency in the use of ESRI ArcGIS desktop software and other geospatial software and tools.
Certifications: Possess or be able to acquire a Secret Security clearance.
Prime Purpose:
1. Develops a variety of operational and mission oriented GIS/visualization database maps and products.
2. Monitors, collects and analyzes data to inform and update the Iowa National Guard Leadership and multiple government agencies of emergency situations or potential emergency situations and assist in a coordinated response.
Mission Description: The mission of the Iowa National Guard Joint Operations Center is to provide real time information for response, planning and direct coordination to assist in the support of civil and military agencies for natural and man-made disasters affecting the security of Iowa and the United States of America.
Scope of Responsibility: Serve as operations officer in support of the Joint Emergency Operations Center under the direction of Officers and Noncommissioned Officers. Must maintain situation map and charts, monitor, collect and analyze data from multiple sources and determine disposition of information timely and accurately. Develop a variety of operational and mission oriented GIS/visualization database maps. Performs analysis of assigned GIS areas, which involve complex methodologies for which few or no precedents exist. Utilizes techniques such as basic data compilation and analysis and participates in the development of analytical models using mathematical, statistical, economic, and operations research techniques to obtain an evaluate data. Analyzes operations, and evaluates and recommends new designs and/or software/database changes needed to accommodate mission objectives. Advises on methodology, analytical approach and integration of selected functional subprograms for complete coverage of all aspects of GIS products. Participates in special projects involving design and development of new or updated complex imagery/mapping database systems to ensure effective visualization of the National Guard and its forces. Develops GIS standard operating procedures and policies within assigned area of responsibility relating to geospatial activities of the Iowa National Guard mission. Evaluates requirements of GIS and visualization support services requested by command elements to determine validity of requirement, adequacy of technology being applied, efficiency of processing approach, compatibility with other related GIS and visualization functions, impacts on resources and compliance with DOD policies and standards. Create maps and other geospatial data products as required. Maintain proficiency in the use of ESRI ArcGIS desktop software and other geospatial software and tools. Maintains GIS and visualization software and equipment. During exercises and crisis response operations support requirements for extended or shift hours. Other duties as required or assigned.

Job Title: COP Duty Officer
Duty Location: State Joint Operations Center (JOC)
Supervisor: NANA Pacific’s Program Manager and all designated supervisory chain as may be assigned with daily guidance from the State JOC Chief.
Work Hours: 40 hours per week which will be specified by the State JOC Chief. However, from time to time, the NANA employee may be required to work longer hours, on Federal Holidays, nights, or a different work schedule.
Security Requirements: Must be eligible to obtain a Secret Personal Security Clearance
Drug and Alcohol Testing: Individuals that are recommended for these positions are subject to post offer, pre-placement, or random testing.
Salary: Paid as earned, bi-weekly, subject to and reduced by applicable deductions, withholdings, and other taxes that are required by law.
Personal Days: 15 days of paid time off (PTO) per year, accrued at a rate of 4.62 hours per pay period.
Duration: One (1) year with the possibility of four (4) option years.
